Yaesu radios are capable of great TX audio. Be sure you have mic EQ enabled. It is off by default. Here is s video that covers TX audio.

Are you using the same mic on the 991a for the tests? I know, that's probably a dumb question, but I found I was using a Yaesu MD-100 that proved defective after borrowing an identical mic from a friend. The radio is producing excellent audio now ... But, I will say adjusting the Parametric EQ is indeed challenging. Since I previously owned an FT-2000D, I knew a lot about how to get good audio out of this complicated Yaesu system.
One thing that really assisted me was using Win4Yaesu software, which includes a graphical presentation of the Parametric and P-Parametric (w/Proc) EQ for low, medium, and high response. This allows you to "drag" sliders to position the audio frequency response of any mic to the sweet spot for your voice, rather than the tedious menus on the radio. Once adjusted, you can save the settings to the SD card. I now have (3) different mic EQ's saved that can easily be re-loaded when I change mics.
PS: the hand mic that came with the 710 is very basey and I simply couldn't get it to sound like me, listening on headphones; always too much bass.
